On October 23, PAGASA issued a Public Storm warning signal on Visayas and Mindanao provinces including Leyte, Samar, Surigao, Agusaan Provinces and Camiguin Island
According to weather bureau, PAGASA, Tropical Depression "OFEL" moves continously westward posing risk to Northern Mindanao-Eastern Visayas Area.
Residents living in low lying and mountainous areas under public storm warning signal #1 are alerted against possible flashfloods and landslides.

Estimated rainfall amount is from 5 - 15 mm per hour (moderate - heavy) within the 400 km diameter of the Tropical Depression. Fishing boats and other small seacrafts are advised not to venture out into the eastern seaboards of Southern Luzon, Visayas and Mindanao due to Tropical Depression "OFEL" and the Northeast Monsoon.
